The Cicero Foundation was founded in Maastricht in 1992 on the occasion of the signing of the Maastricht Treaty. The Foundation is an independent Dutch non-for-profit organization and think tank whose aim it is to provide a broad, global forum to discuss issues that are of central importance for the future of European integration and transatlantic cooperation. The foundation has a special interest in developments in Central and Eastern Europe, as well as in the Russian Federation.
